Drug policy
In order to provide a drug-and-alcohol-free and safe workplace for all employees, Associated Electric
Cooperative Inc. has established the following program for contractors and subcontractors who
perform work on AECI property.
The contractor shall establish and maintain a confidential drug and alcohol testing program for
all employees assigned to work on AECI premises that shall meet the following minimum requirements:

All employees of the contractor and its subcontractors who are assigned to work
on AECI premises shall be subject to a drug and alcohol testing program.
Preassignment testing, random testing, testing for cause, and testing after the
occurrence of an accident involving doctor-treated personal injury or property
damage on the job shall be provided for the substance listed in Section E, except that
alcohol testing is not required as a part of the preassignment testing. An expanded testing
list is required for cause and accident related tests.

The contractor shall provide for preassignment testing such that each employee assigned to work on
AECI premises shall have been tested for drug abuse within the ninety (90) day period immediately
prior to working on AECI premises. Random testing, testing for cause, or testing conducted for any
other reason is sufficient to satisfy the preassignment testing requirement as long as the test
was conducted in the ninety (90) day period prior to working on AECI premises. If an employee does
not satisfy the ninety (90) day prior preassignment testing requirement, they will be tested their
first day on the job. If they test positive, they will be removed from the job immediately after the
results are known and barred from AECI premises.

The contractor shall provide for random drug testing that shall include all of their employees
assigned to work on AECi premises and shall provide a summary of results of the random testing
to AECI for those employees. The random testing shall be conducted at a frequency such that one
test is performed every 2,000 manhours worked by the contractor on AECI premises. Employees selected
for random testing shall be accompanied to the testing site by contract supervision as soon as
practical on the same day they are selected.

The contractor shall include in its program a provision that either the contractor or AECI may
require drug and alcohol testing of any employee who is reasonably suspected of substance abuse
(testing by cause) or who is involved in an accident involving doctor-treated personal injury
or property damage on the job.
The tests required pursuant to this program must be conducted by a laboratory certified by
the National Institute on Drug Abuse (NIDA). The tests must screen at a minimum for the
following substances and levels.

No test will be confirmed positive without advice of a medical review officer (MRO). Any employee
whose test is confirmed positive shall be removed immediately and barred from AECI premises.
In lieu of pre-employment testing the contractor may accept a certificate signed by a certified
testing laboratory indicating the results of the drug testing, performed within the ninety
(90) day period immediately prior to working on AECI premises. Identification cards which indicate
the employee's name and the date of his/her most recent test may also be accepted. Such cards,
if used, shall be traceable to the certification from the drug testing laboratory that performed
the test and shall be attested to by contractor management.
Any individual known to have been previously barred from working on AECI premises due to positive
test results (whether or not he/she was an employee of the contractor) will not be allowed to
work on AECI premises for sixty (60) days and after that only when the contractor can demonstrate
to AECI's satisfaction that the individual has no drug or alcohol abuse problem. This may require
periodic or other additional testing at the contractor's discretion.
Contractor shall require all subcontractors to comply with the provisions of this drug and alcohol
testing program. Failure of the contractor or any of its subcontractors to comply with the
requirements of this program shall be grounds for immediate removal from AECI premises.
A copy of the contractor's drug and alcohol testing policy/program shall be furnished to AECI
prior to commencement of work so that it may be reviewed for compliance with the requirements
of this program. AECI reserves the right to audit the contractor's drug and alcohol testing
program to verify compliance with these requirements, including access to pertinent
documentation and records.
All drug testing costs shall be to the successful vendor's account.
